Summary:
- Remove dormant admins

Taking cues from the principle of least privileges, I'm thinking of changing the line-up of admins on this wiki.
While we have given adminships in the past to people with considerable contribution to the wiki, it oftentimes isn't necessary for them to access the more advanced tools like JS and the mediawiki namespace. Not to mention quite a few have since become dormant.
Also, the idea of admins (with their names highlighted in green as implemented in this wiki) is that they would be available for other users to contact regarding wiki matters and to respond in a reasonable amount of time. Again, the dormancy of some admins poses a problem.
As for the other active admins, I propose a review of their roles and whether it's necessary for them to have access to such things like user management and the mediawiki namespace.
To admins who no longer qualify for the access to the tools mentioned, and are elected on the basis of contribution recognition, we can perhaps make a new pseudo-groups with badges on their user pages and whatnot. These things have been successfully employed in various other larger wikis.
In keeping with the dynamics of the contributor base, it'd be wise to elect new admins to succeeded those who became dormant. Some kind of requirements must be met, however, and to be decided later.
I hope the other admins are in the clear about my proposal and preferably be in agreement with it.
